Eng. Issa Bishara
Founder & Chief Engineer
For more than four decades, Eng. Issa Bishara has led structural engineering projects across Israel, combining technical expertise with practical engineering judgment.
From 1992 to 2016, he served as City Engineer of Nazareth, contributing to the planning and development of one of Israel’s largest Arab cities while participating in national transportation and infrastructure initiatives.
Today, he continues to lead IB Engineering, remaining actively involved in complex projects from concept through construction.

Eng. Nakhleh Shakar
Senior Transportation Engineering Consultant
Eng. Nakhleh Shakar is one of Israel’s most experienced transportation engineers, with more than four decades of leadership in transportation planning, road safety and national infrastructure.
His career includes senior positions within the Ministry of Transportation and Netivei Israel, with responsibilities spanning transportation engineering, road safety and the review of major national infrastructure projects. Today, he continues to advise public authorities and leading infrastructure organizations on complex transportation planning and quality assurance.
At IB Engineering, he provides strategic leadership in transportation engineering, bringing decades of experience across municipal developments, regional planning and some of Israel’s most significant transportation initiatives.

Chief Business Development Officer
Alaa Bishara leads the business development and strategic growth of IB Engineering, building long-term relationships with developers, municipalities, architects and industry partners across Israel.
With an academic background in Law, Business Administration and Real Estate, he combines commercial understanding with a strong appreciation for the engineering process, helping connect engineering decisions with the commercial and development realities of each project.
Before joining IB Engineering, Alaa co-founded ventures in technology, digital media and real estate investment, gaining extensive experience in entrepreneurship, strategic partnerships and business development.

Head of Planning Department
Mohammad Daher leads the Planning Department at IB Engineering, overseeing the coordination and development of projects from their earliest planning stages through detailed engineering design.
His professional journey reflects the culture of the practice itself. He began his career at IB Engineering as an engineering intern before completing his professional qualification under the mentorship of the firm’s founder. Rawan Bishara Sabbah
Senior Structural Engineer
Rawan Bishara Sabbah has been a licensed structural engineer since 2009 and joined IB Engineering when the practice was established in 2016. She has since become one of the firm’s most experienced engineers and a key member of its engineering leadership.
Working closely alongside the firm’s founder, she has gained extensive experience across structural engineering, multidisciplinary coordination and project delivery. Her long-standing involvement in the practice has made her an integral part of the firm’s technical development.
